Today ( 29-09-09 ) , there was heavy rush in banks in Jalandhar.Customers had to wait for long times to get their work done.
The computer network of a prominent bank broke down which further aggravated bank customers' woes.

Court Fees Hiked Rolled Back- Now Turn of Electricity Hike Roll Back
The concerted and unified efforts of lawyers in Punjab has made Punjab Government roll back its recent decision of multi fold increase in court fees. Lawyers in Jalandhar were very happy and celebrated.
Now,it is the turn of roll back and relief for paid urban consumers of electricity. Unjustified hikes should be rolled back and octroi on urban consumers should, also , be withdrawn with immediate effect. Octroi has been abolished in Punjab. Its selective levy on paid urban consumers is totally unjustified .

Multifold Increase in New Tubewell Connections For Free Electricity to Farmers in Punjab
This summer an extreme contradiction was seen in Punjab regarding Paid Urban Consumers of electricity and Free Agriculturist consumers . Whereas paid consumers were subjected to massive power cuts, electricity was diverted to free agriculturists. Urban consumers were paying massive Bills and receiving no electricity . Now, in a move that adds insult to injury on paid consumers ,in order to pay for the electricity consumed by free consumers Punjab Government has effected a massive hike ,WITH RETROSPECTIVE EFFECT on paid urban consumers.
According to a report in the " The Tribune " one of Punjab 's most respected newspapers, a leading political party has carried out a survey and has found the following ;

As a result additional power consumption by the agricultural sector was :-

HMV College Jalandhar Bags Trophy in Poem Recitation Competition by Rotary Club
A poem recitation competition was held by Rotary Club of Jaladhar. The competition was presided over by Major General JDS Bedi and conducted under the supervision of Project Director PDG Rotarian SV Hans . Maj Gen Iqbal Singh ( Retd. ) was the chief guest.

Jalandhar Lawyers to Strike on 14-09-09 & 15-9-09
Works in courts in Jalandhar would be paralysed on 14 & 15 September because of strike call given by District Bar Association Jalandhar. Lawyers are protesting against a steep increase in court fees. For example , for Vakalatnama ( Power of Attorney ) given by a client to his counsel court fees has been increased nearly 40 times. Lawyers would , also, block traffic between 11am to 12 noon on highways. The meeting of District Bar Association ( DBA ) was chaired by President DBA BS Lucky and Secretary Rajbir Singh.

Paid Punjab Consumers of Electricity- Disappointed by Shimla Meet of Akali Dal
Paid consumers of electricity in Punjab were keenly looking forward to the outcome of " Introspection Meeting " of Akali Dal held at Shimla. Paid consumers were , not only expecting the ruling party in Punjab ,to roll back recent hikes of electricity but , also , substantial relief to urban non agriculturist consumers . Urban consumers had under gone horrendous power cuts in the sweltering months of hot summer while electricity was diverted to free rural consumers. Paid urban consumers were hoping that the ruling party would follow the criteria of equality.
But paid urban consumers have got no relief at all. Paid consumers are, now , asking why is that in free India landlords holding land worth hundreds of crores are being provided with free electricity whereas poor urban small shopkeepers and other businessmen charged at penal rates ( what electricity department categorises as COMMERCIAL rate. )Is it a crime to run a small time enterprise in Punjab cities ? Is it a crime to earn livelihood in cities ? Why then is there a difference , perceived in Governmental eyes , between the commercial nature of growing paddy and running urban businesses .
Paid consumers of electricity are demanding full disclosures from Punjab State Electricity Board regarding the quantum of free electricity being supplied to super rich big landlords. After all free power to big landlords is directly subsidised by urban non agriculturists.

Deficient Monsoon or Delayed Monsoon ?
About the time the South West Monsoon normally withdraws , this time ,it is active with a vengeance. Earlier , economists were talking about a failed monsoon or deficient monsoon. With late heavy rains , now , it appears to be only case of delayed monsoon. Many rivers of north India are rising. From drought we may be moving to a flood like situation.
All these uncertainties underscore the vital need for proper water management. Earlier very village had a village pond ( TOBBA ), Whenever there was excessive rain extra water flowed in to these ponds. This extra water could be used later.
We urgently need to revive these ponds in Jalandhar and else where.

Lok Adalats would be held in Jalandhar courts on 12-09-09. In Lok Adalats decrees are passed on the basis of compromise and conciliation. Litigants can freely interact with the judges even without lawyers. There is no court fees.

Selective Favouritism in Electricity Rates in Punjab
The discrimination and unequal treatment being given , these days , to consumers of electricity in Punjab is similar to the tyranny of " Jazia " imposed in medieval times.
According to Punjab State Electricity Board ,which functions under the policy guidelines of Punjab Government , all farmers ,even those owning land worth hundreds of crores , are eligible for free electricity. Whereas a small time urban shop keeper comes under what the electricity board classifies as " commercial " category and is charged at penal rates. If urban traders are indulging in " commercial " activity so are rural farmers There is absolutely no difference between the commercial nature of both occupations.

Paid Consumers in Punjab Talk of Collective Non Payment of Electricity Bills
Electricity rates are being increased in Punjab that too with retrospective effect .Free consumers of electricity are being left untouched.
This autocratic move is Punjab Government's " reward " to paid urban consumers of electricity for the massive cuts which were thrust up on them during the recent sweltering summer months. Electricity supply was , then , diverted to FREE rural agriculturist consumers including big landlords.
But it seems that this time paid consumers are in no mood to submissively accept Government policies based on blatant discrimination and selective favouritism .
Paid consumers of electricity are asking for , inter alia , :-
- Immediate removal of octroi being charged on urban consumers.
- Re look in to the entire logic of granting subsidies a selective groups of free consumers which include some of the wealthiest land owners of Punjab.
- Stoppage of Power Theft and Corruption
The paid consumers are talking about resorting to Gandhian methods of protest. They would collectively stop payment of electricity bills.
This may be 21 st century Punjab's " BIJLI SATYAGRAHA "

Former Punjab CM HS Brar Passes Away- Holiday Observed
Former Punjab Chief Minister Harcharan Singh Brar passed way .Every body in Jalandhar and else where condoles his death .
Whereas we do appreciate Punjab Government's symbolic gestures of mourning like flying National flag at half mast. But declaring a public holiday ( Monday 07-09-09 ) serves no purpose at all. As things are , Punjab Government works for only 5 days in a week with numerous holidays and half holidays. In the present case the last Govt. working day was Friday ( 04-09-09 ). The next working day would be Tuesday ( 08-09-09 ). Do our political leaders ever give a thought to how much inconvenience these holidays cause to the ordinary Non VIP public which may have any important work with a Govt Department ?
With the Sixth Pay Commission the cost of bureaucracy has gone up heavily. With so many holidays the Govt. requires more officials to do the same amount of work. For all this the common man pays by way of more taxes.
Being part of the Govt. does not mean no accountability for tax payers' money.

75 Year Old NRI Takes a Second 25 Year Bride
A hot topic of discussion in Jalandhar was a news item regarding a Non Resident Indian ( NRI ) of Ludhiana marrying, for the second time , a 25 year old girl. The NRI " husband " has two married and one unmarried daughters from his first marriage solemnised 37 years ago. A police complaint has been lodged in the local NRI cell by NRI's first wife.
Usually , NRIs do not care about marriage laws and take on multiple wives with impunity. When questioned they come up with the plea that Indian laws like HMA do not apply to them. Such NRIs argue that multiple marriages are allowed in the country of their settlement. The Indian bride and her relatives get too confused to see through the bluff and soon accept their " destiny " .
However this NRI was not so brazen. He went to Punjab's predominant Muslim town of Malerkotla and got converted to "legitimise " his second " marriage
( According to a legal expert of Jalandhar there are clear Supreme Court rulings against those who convert merely to engage in multiple marriages. Many Islamic nations have banned polygamy .He advocated the urgent need for a uniform Marriage Law )

Paid Consumers of Electricity in Punjab- Deeply Upset Over Likely Rate Hike
Presently , Punjab is divided in to two. Paid consumers and Free consumers of electricity. For the last 6 months paid consumers were subjected to massive power cuts , mainly during the sweltering heat.Electricity at that time was diverted to free rural agriculturist consumers . Urban trade and industry was , thus , crippled.
There was a genuine and absolutely logical demand that all sections of society ,whether urban or rural and supporters of every political party should be treated equally and given free power. After all if Government can give free electricity to some it can give free electricity to every one.
Now, instead of rewarding the paid consumers for their perseverance and sacrifice , Punjab Government is set to play a cruel joke on paid consumers of electricity .What to talk of even lowering electricity rates , it was reported in today's newspapers that to meet the cost of subsidising free consumers of electricity ( which includes big landlords ) ,Punjab Government is all set to increase power rates of paid consumers. This hike would be effective retrospectively. Free consumers would remain untouched .
It seems this is the last straw on the camel' s back .It is worse the "JAZIA " imposed by Taliban.
Every Punjabi's money is hard earned. Every Punjabi has a right to be treated equally.
