Separatists in Kashmir Destroying Holiday Season

Thousands of households in Kashmir depend on the summer tourism trade for earning their livelihoods. This year there has been a prolonged and extremely severe heat wave in the plains. All this would have translated into a very lucrative tourist season for the Kashmiri people.

But separatists in Kashmir are calling strikes and bandhs very frequently. This acts as a deterrent for those planning to visit the Kashmir valley.Many holiday makers in Jalandhar have changed their destinations to those in Himachal Predesh or Uttarakhand.

Grand Trunk Highway Loot- Rs 76 Road Toll Tax for Small Cars at GT Road Phillaur ( Jalandhar )


Today the entire nation feels proud at the inauguration of the Worli- Bandra Sea Link. It is a great tribute to Indian engineering. We are proud of Hindustan Construction Company Limited ( HCC ) which has build this engineering marvel.

Rs. 1650 crore have been spent on this sea link. But the Toll Tax payable for cars crossing this bridge is merely Rs. 50 /- Compare this to a massive Rs. 76 /- being extracted by Toll Bridge at GT Road , Phillaur near Jalandhar. There appears to be no visible investment being done by the authorities collecting this amount.

If we take the ratio of investment :toll tax of Mumbai sea link then the Toll Tax at Phillaur should not exceed Rs 10 /- . Further the odd figure results in forcible collection of the balance up to the nearest higher multiple of Rs. 10 ( in this case total Rs 80 /- ) on grounds of no change .

Nearly all the payers are small car owners. Bigger Utility vehicles and those in expensive cars act tough or start their hooters etc. Such vehicles are allowed to pass without any payment via a special lane.

Govt. Appeal to Paid Consumers of Electricity-Highly Debatable Logic

Govt. has issued an appeal cum warning to paid consumers of electricity regarding power cuts and shutting down of commercial activities in the evening. The explanation that has been extended is highly controversial and there needs to an open debate on it.

Electricity Diverted to Farmers in " National Interest "

Choking commercial / industrial activities by denying power is extremely harmful to the national interest . There is loss of production and services. Employment suffers . Many industrial units are engaged in exports and earn valuable foreign exchange.

Supply of free power for pumping precious underground water indiscriminately , has led to a steep decline in the water table. Even for procuring as basic a requirement as potable drinking water urban people have to provide for very deep bore wells. A time may come when the entire reservoir of under ground water may be exhausted .

Give Free Electricity To All

Govt. should treat all citizens equally. If electricity can be supplied free of cost to farmers , it should be supplied free of cost to all segments of the society and economy . Govt. should treat every body equally and fairly.

65 Year Old NRI Seeks Police Intervention Against His 26 Year Old " Wife "

A news item originating from Ludhiana was a hot topic of discussion in Jalandhar.

A 65 year old Non Resident Indian ( NRI ) is married to a girl young enough to be his grand child ( 26 years old ) . This is not unusual among NRIs who after making money abroad tend to behave like medieval sultans and maharajas. They feel free to go in multiple marriages regardless of age difference. They give enticements of " Visa " to the luckless girls' relatives , particularly brothers and uncles, who then pressurise the girl for the mis " match ".

This over aged NRI " husband " has , now , complained to SP ( Ludhiana ) that his life and property is in danger from his 26 year old " wife ".

Jalandhar Gets Pre Monsoon Drizzle- Relief From "Tandoori" Heat

Today was a sweltering day with day temperature touching 44 * C in Jalandhar. In the afternoon this extreme heat was accompanied by humidity which made people very uncomfortable.

But by late evening there were cool winds blowing . This gave tremendous relief to people by way of an appreciable fall in temperature. It was followed by a light drizzle . Pre monsoon is in Jalandhar.

Monsoon , with God's grace , is , also , on its way.

Capt. Roopendra Singh Garcha of Jalandhar - Great Martyr

Capt Roopendra Singh Garcha of 323 Air Defence Regiment sacrificed his life on 30 June 2000 in Pulwama ( J & K ) while defending his Motherland from terrorists. Jalandhar is very proud this young martyr and the entire nation indebted to him . Capt. Garcha was then 25 years old. Capt. Garcha has , thus , followed the footsteps of Shaheed-e-Azam Bhagat Singh.

A contingent of his Regiment ( 323 , AD ) is coming to Jalandhar from Baroda ( Gujarat ) to present a guard of honour to its youngest martyr.

Capt. Garcha's father Lt. Col JS Garcha is managing a Trust dedicated to promotion of education among weaker class students and sports , in the memory of his son.

Emergency Electricity Measures - New Punjab Govt. Office Timings- 7.30- 1.30

Punjab Govt. has announced drastic measures to conserve electricity which it is diverting for supply to agriculturists:-

From Monday Punjab Government Offices would function from 7.30 am to 1.30 pm ( currently these function from 9 am to 5pm ( with a lunch break )

All shops , business establishments , Malls , Restaurants etc. would close by 7.30 pm

With this move , differences seems have been created between urban and rural ( farmers ) consumers of electricity. Denying industries electricity would be financially unwise for state finances. Govt. realises nearly all its revenues from the commercial sector. It then uses these finances to subsidise farmers by way of free electricity , water etc. By choking commercial activities Govt may find it difficult to get the required funds.

Non farmer consumers of electricity are feeling very agitated and exploited by this dual policy . Paid consumers pay nearly Rs. 5 pr unit. They are facing 10- 14 hours power cuts.


Such discrimination seems to be worse than Talibani policies of imposing " Jazia " on Sikhs In Pakistan.

Paid consumers' patience seems to be running out. They also are starting to demand free " bijli " and " paani ". It seems that a " satyagraha " on Gandhian lines, for equal treatment between urban and rural ; between farmers and non farmers seems likely. No segment of the society should feel exploited or be recipient of dual standards.

Dr. Anil Wilson ( 1948-2009 ) Highly Respected Principal - St. Stephen's College

We are extremely shocked and deeply anguished at the death of Dr. Anil Wilson , former Principal of St. Stephen's College, Delhi . The shock is because we were not aware of the fact that he was suffering from a terminal disease ( cancer of pancreas ).

While we were resident students , we took justifiable pride in former principals like Mr. Sushil Kumar Rudra , Mr. Satyanand Mukherjee and , surely , Deenbandhu C.F. Andrews ( not principal ) of pre independence period. After independence, Mr. Rajaram , Mr. Sircar and others.

After we passed out, the most admired of St. Stephen's College principals was Mr. Anil Wilson. He invited us , on the occasion of silver jubilee of our passing out , to the college. It was , in fact , the first time we entered the " College House "- the grand and gracious official residence of our principal ,which we had not done during our five years in college.

It was a moment of great pride for a Non VIP Stephanian like me to take my family to this great institution that too on an official invitation . Thanks all to Mr. Wilson.

Our prayers for peace on this great man's soul.

Scorching Summer Heat Sends Lemon Prices Sky High

Monsoon rains are elusive. Day temperature in Jalandhar are tandoori touching a maximum of 44 * C. Power cuts total 9 + hours. All this has seen Lemon ( Nimboo ) prices touch Rs.80 /- Kg.

Investors should have gone long on Nimboos. Another commodity which looks favourable for long position is WATER. It would be a very valuable commodity in near future.

Tehsildars Strike Over - Jalandhar Administrative Work Normal

After 4 days of striking work Tehsildars are back to work all over Punjab People heaved a sigh of relief . The strike was called off after Maj GS Benipal ( Tehsildar - Sub Registrar Ludhiana who faced a murderous attack ) expressed satisfaction over the progress of the investigations.

A thorough probe should be conducted into various anti social activities of the assailants and into the fake stamp papers being submitted in the Sub Registrar's office.

Senior Congress Leader Jassi Khangura MLA Voices Concern Over Precarious Electricity Situation in Punjab

Punjab wobbles as the electricity crunch goes from bad to worse.

LUDHIANA, June 24:

Senior Congress leader and Kila Raipur MLA, Jassi Khangura today criticised the state government and the Punjab State Electricity Board for their failure to provide minimum power to the people. He pointed out that the power supply was incessantly declining, thus adversely impacting industry, which is already reeling from prejudicial taxation, poor labour availability, lack of infrastructure, etc... and is now being dealt possibly a mortal blow on account of the prevailing power situation.

He stated, “Moreover, there are no assurances from the CM. This government is only interesting in looting industrialists at every opportunity, not just at election time. Private power producers are reluctant to enter Punjab because of the precarious state of the state's finances and also because of the "entry tax" imposed by ruling politicians to fill their pockets.”

In a statement issued here today, Khangura pointed out that the previous Congress government had purchased sufficient power from other states to ensure that the consumers, be they agricultural, domestic, commercial or industrial, do not suffer.

The Kila Raipur MLA asked as what happened to the power which Punjab was to get in return from other states which they were supplied during the winter season. “At that time we were told that Punjab is saving the power for summers by providing it to other states who will return it to us during the summer, but nothing is happening now except progressively increasing power cuts”, he pointed out, adding that “This Akali-BJP government has exported power at the cost of its own people.”

Sharing his concern with the people and the industry, the Congress leader remarked, this government was quite insensitive towards the problems of the people. He said, while the industry had been ordered to close for two days in a week, the heavy industries like the furnaces have been asked to shut down for three days a week.

He pointed out that during last two and a half years the government had not initiated any measures to improve the power situation in the state. It had only commissioned the additional units at Lehra Mohabat constructed during the last Congress regime. He added, “Rather it had either stalled those other projects initiated by the previous Congress government or was relaying foundation stones to claim undue credit without doing anything on the ground”, he remarked.

Khangura said, whilst in the urban areas the duration of the power cuts had extended up to twelve hours a day, in rural areas it was much worse with electricity remaining off for days together. He added that this government seems to have given up the will to govern and appears resigned to the fate that it is never going to return to power again.

He added, “Badal sahib please be honest for once with the people of Punjab and admit that the state simply does not have resources to but additional power because you have wasted public funds for spurious Sangat Darshan purposes.”

Khangura closed crisply stating “Maybe the Badals can not from the comfort of their air-conditioned homes, cars, planes and hotels feel the desperation of the ordinary people of Punjab. I dare them to spend 24 hours without electricity.”

Electricity / Water Conflicts Loom on Horizon

It has been officially admitted that monsoon this year would be below normal . In Punjab delayed / deficient monsoon is creating rifts within society on the crucial issues of " bijli " and " Paani ".

Farmers are in the process of transplanting paddy. They need about 2 inches deep water logged fields. There should have been rains by now. Farmers need electricity in abundance to pump under ground water.

Where as industry circles argue that closure of factories would mean loss vital industrial production and of jobs. Other categories of paid consumers of electricity feel that they should get their money's worth. They are paying exorbitant rates for electricity. Still they face up to 9 hours of power cuts which , now, extend during night time also. A conflict seems to be brewing between paid and free consumers of electricity .

Some paid consumers argue that farmers should be given free diesel and pumps instead of free electricity.

Punjab supplies power to the agriculture sector about 8 hour per day. The state is set to incur losses amounting Rs 1,975 crore per annum at the prevailing domestic rate of 3.68 per unit for a power supply of 2HP to the sector, a study said.

Bhakra Dam authorities have announced that the Dam may have to be shut down because of lack of any substantial inflow. Even in urban Mohallas and colonies people are facing drinking water shortages and there is an undercurrent of discontent. Government should take immediate steps so that no section of the society feels short changed.

Tehsildars Strike contiues- Students Face Great Difficulty in Getting SC / Residence Certificates

It is admission season . Students appearing for various entrance examinations or seeking admissions in colleges have to submit various certificates like Resident certificate / SC certificte etc, These are issued by concerned Tehsildar. Tehsildars have magisterial powers.

B.Ed entrance test 's ( on 02-07-09 ) last date for submission of applications without late fees is 25-06-09 . Residence Certificate ( issue by Tehsildar ) has to attached with the application form to be eligible for Punjab quota ( 85% ).

The concerned universities / colleges should be requested to waive this requirement along with the application forms . These may be submitted later. Or other authorities like Panchs /Municipal Councillors should be given ad hoc emergency requisite powers to issue such certificates.

Viilage Bir is situated on the original route of the GT Road which from Ludhiana ( Lodhi- ana ) passed through Bundala- Nurmahal- Nakodar- Dakni Sarai.

In the second half of 19 th century Britishers re aligned the route of GT Road via Phagwara , Jalandhar - Beas so that it ran parallel to the newly laid railway line. Two vital rail- cum- road bridge was constructed at Beas on the river Beas.

Ex Serviceman's Associations and Old Nabhaites Association ( ONA ) which is the alumni body of Punjab Public School Nabha ( PPS ) have expressed their solidarity with Maj Benipal. They have demanded strict action and thorough probe to also get to the core issue behind the attempt to assassinate this upright officer. ONA said that it was very proud of the fact that PPS has produced a brave , fearless and upright officer like Maj. Benipal.

It appears that the assailants are involved in anti social activities like land grab. Further , this mafia group may had been getting " Bai Namas " ( Sale Deeds ) registered on fake stamp papers. Most probably these fake stamp papers had been prepared on colour photostat machines. Maj. Benipal had exposed this scandal.

A thorough audit of the stamp papers used in sub Registrars Office ( particularly deeds registered by the assailants and their associate gangsters ) should be audited. There appears to be a grave scandal on the lines of Telgi fake stamp papers.

District Health Officer Holds Meeting With " Kiryana " & Bakery Shopkeepers

District Health Officer , Jalandhar Dr. Roop Lal held a meeting with leading " Kiryana " and bakery shopkeepers. He advised the dealers to ensure that they do not sell any sub standard or adulterated material. He warned that his department would deal with such practices with strictness.

No Swine Flu Patient in Jalandhar

There is good news on the swine flu in Jalandhar .12 patients have been discharged from Civil Hospital Jalandhar. Remaining 2 are expected to go home soon.

Authorities in Jalandhar, particularly Civil Surgeon Dr. SS Walia and Deputy Commissioner Ajit Singh Pannu had ensured immediate and appropriate steps due to which swine flu was contained and all victims had been fully cured.

Punjab Govt. to Rescue Brides Trapped in Fraudulent NRI Marriages

Lured by false promises and pressurised by prospects of easy immigration for other family members, many young girls of Punjab are suffering from fraudulent NRI ( Non Resident Indians ) marriages. It is very heartening to know that Punjab Government has taken concrete administrative steps to help the victim girls .

The victims have been divided , broadly , under two categories :-

1 ) Where the NRI groom has returned and disappeared in foreign land thereby deserting his wife( and children ) in India

2) Where the bride has been taken to a foreign country but is kept there against her wishes in semi slavery like conditions. In such cases the immigration papers like Passport have been impounded by the husband .

Punjab Government has estimated the number of such complaints to be 10000 ( But unofficial numbers are many times over ). Punjab Govt.'s Social Security & Women - Child Development Department ( Chandigarh ) and Union ( Central ) Govt.'s Ministry For NRI Affairs ( New Delhi ) have joined hands.

Punjab Government's Social Security & Women - Child Development Department's Deputy Director Rajnish Kumar Jasra informed that they are in the process of collecting relevant information through CDPO s at Block levels and Programme Officers at District levels.

Punjab Govt. would , also, seek the help of NGOs and Ministry of External Affairs. Initially conciliation would be attempted. Indian brides trapped abroad would be extended full legal and financial help. Alternate immigration -passport documents would be provided.

These steps taken by Punjab Govt. are very timely and essential. Fraudulent NRI marriages has emerged as one of the major social crisis affecting Punjab today. Many NRIs hunt for young Punjabi girls and show their relatives, mainly brothers and uncles , prospects of immigration for them. These relatives force the unlucky girl into NRI matrimony. Some times the groom is up to thrice the girl's age ; some times the groom is already married, at times more than once etc. Some of these grooms are on the look out for cheap household maids ( unavailable abroad ) or these NRIs are , simply , going in for another " holiday marriage " during their stay in India. Apart from the girl they get the use of free "dowry " . Once , their stay In India is over,they disappear abroad after giving their India wife false promises of calling her abroad once the immigration " papers "are cleared.

Punjab Electricity Problem Worsens

Punjab State Electricity Board had increased the duration of power cuts from 4 to 6 hours daily. A technical problem has developed in a thermal power station. The Board is, also , not getting adequate supply from other states.

The off days of power intensive industry like electric arc furnaces has been increased by one more day.

The delay in the advancement of the monsoon has further increased the problem . Paddy transplantation is in full swing. In the absence of rain water has to be pumped from tube wells using electricity.

Talhan Gurudwara- Devotees Seeking Visas Offer Toy Planes

Shahid Baba Nihal Singh Gurudwara at Talhan ( Jalandhar ) i s celebrating its annual Mela from 19-06-9 to 21-06-o09 . The devotees , many from Doaba region ( area between rivers Sutlej and Beas rivers ) , have found a way of making an offering which is unique in the world.

Many Doaba Punjabis are very keen to go abroad in search of better livelihoods. But getting Visas to fly out is an elaborate process with an uncertain result. So devotees pray at the Gurudwara by purchasing a toy aeroplane model which is sold at toy stalls outside the Gurudwara. Along with these toy planes stickers of the airline of various destination countries are , also , sold. Intending immigrants acquire a toy plane with correct destination national airline sticker ( like British Airways for British Visa or Lufthansa for Germany etc. ). These planes are placed in the Gurudwara. Belief has it Visa comes in quickly and surely.

Kapurthala Administration Appeals to Balmiki Organisations to Withdraw Bandh Call For 23-06-09

Several Balmiki organisations have given a Punjab Bandh Call for 23-06-09 to lodge their protest against grossly improper language used in a Hindi book against Bhagwan Balmiki.

Deputy Commissioner Kapurthala Raj Kamal Chaudhary and Kapurthala SDM Anupam Kler have appealed to the representatives of Balmiki organisations not to go ahead with the Bandh in the larger interest of the state and general public.

SSP Kapurthala Ram Singh informed that the district police has already arrested one of the accused and was actively searching for the rest.

Punjab State Electricity Board Faces Resentment From All Sections

Punjab State Electricity Board is facing a 15 day ' ultimatum ' from Bharat Kisan Union ( BKU ) to ensure uninterrupted 8 hour electricity supply to the farm sector. Farmers need power for pumping under ground water which is needed for paddy transplantation which is currently under way. BKU president Balbir Singh Rajewal has also demanded an enquiry into the OYT ( Own Your Transformer ) where he claims farmers have been over charged.

On the other side, paying consumers of Punjab State Electricity Board are very unhappy. They claim that they are paying exorbitant rates for electricity. They are being "punished " by imposing arbitrary and very long power cuts. As they are paid consumers they should get their money's worth and be given proper attention.

It seems this tug of war between paying and free consumers of Punjab State Electricity Board is going to deepen in the times to come .

Attack on Major Benipal-Punjab Tehsildars May Go on Strike

Agitated over the brazen and very serious attack , while on official duty , on Ludhiana Tehsildar ( sub-registrar ) Major Gurinder Singh Benipal, Revenue Officers Association has announced an indefinite strike.

This move by the Revenue officers of Punjab may bring to standstill revenue related work including registration of land deeds etc.

General public visiting Tehsil / Sub Tehsil / District Administrative offices on Monday ( 22-06-09 ) should check before hand about the position in these offices.

Legend of Shahid Baba Nihal Singh of Talhan ( Jalandhar )

The legendary great martyr Baba Niahal Singh was an artisan- engineer ( Mistry ) residing in village Dakoha near Talhan ( Jalandhar ). He belonged to the Ramagarhia community of Sikhs. This community is renowned the world over for their mechanical skills. Baba Nihal Singh was , thus , no fakir or Sant during his life time , in the traditional meaning of a Baba.

Baba Nihal Singh served the people by making pulleys for drinking water wells. His special skills lay in installing his pulleys at the base of the well. People believed that the great Baba was blessed with divinity so that the water wells in which he installed the pulleys never became dry and its water was always sweet.

Once, while installing such pulley Baba Nihal Singh met with a fatal accident. For the common man the Baba became a martyr while he was serving the people .

cremation. This " The grateful people constructed a " Samadhi ' in village Talhan and the place of Baba'sSamadh' was looked after by his faithful associate , Harnam Singh. After Harnam Singh's death , the followers cremated him next to the Baba's Samadhi.

Gradually, the two Samadhis blossomed into a grand Gurudwara. The devotees started holding an annual Mela to mark the death anniversary ( "Barsi " ) of the Baba. This Mela is quite a grand event in Jalandhar.There are sports events like Kabbadi , volleyball and tug-of-war. Gatka displays are held.

The Gurudwara runs a fully modernised charitable hospital. It has recently acquired a Doppler Scan Machine for colour scans.

Government Medical Shop Opened in Civil Hospital Jalandhar

Red Cross Society Govt. owned Chemist Shop " Jan Aushadhi " has been opened at Civil Hospital Jalandhar.Health Minister, Punjab , Laxmi Kanta Chawla was the chief guest at the inauguration ceremony. Civil Surgeon Jalandhar ,SS Walia , Dr. Ashok Nayyar, Superintendent Civil Hospital Jalandhar and secretary Jalandhar were among the prominent persons present.

Jalandhar store is the fifth one in Punjab after, Ludhiana ; Mohali ; Amritsar and Bathinda. It would provide more than 350 generic drugs , on prescription, at much lower rates than the market.
