Medical College & Hospital , ( Ganna Farm) , Jalandhar May Start Soon
| From Jalandharphotos_Lyallpur_Khalsa_College_to_Bus_Stand_to_Medical_College |
Under public-private partnership scheme ,Punjab Govt. is actively considering a Rs 131 crore bid offered by a consortium of St.Joseph's Healthcare System ,U.S.A. and the NRI Academy of Sciences .
But, Punjab Congress President ,Mohinder Singh Kaypee has objected to this transfer of this project to semi private sector as this may deny Jalandhar citizens of affordable high quality medical health care.
The project was started under Optimum Utilisation of Vacant Government Land scheme whereby PUDA took over 120 acres of land ,in 1994 . Earlier, this land was utilised by Punjab Agriculture University as Sugar Cane Research Centre ,
(hence the name Ganna Farm ).
Around 61 acres was handed over to Punjab Institute of Medical Sciences for constructing a P.G.I. grade Medical College& Hospital. The civil construction contract was given the renowned construction company, Larsen & Toubro and around Rs 115 crores have been spent.
Opposition leaders point out that the Medical College has a bank balance of 90 crores and is yet to receive a further Rs 260 crores from PUDA ( from the sale proceeds of sale of commercial and residential plots in New Baradari ).Further, some more land of the Medical college can be sold . Land rates are very high around it. A few years ago Reliance Group bought a 3 acre plot for Rs.106 crores.
What ever may be the ultimate management control of the Medical College ,it should start functioning without any further delay.

Important Legal Changes-- Know Your Rights
Government has made important legal changed in Criminal Procedure Code:-
Video and audio recording of statements of witnesses by Police and Magistrates has been allowed and trial by video conferences has ,also , been allowed.
In Non cognisable offences , instead of arresting a person , a notice of appearance would be sent to the person concerned , asking him to co-operate in the probe.
The power to arrest for non cognisable offence would now be only with the Magistrate and not with the Police Thana .
The Arresting Officer should bear a clear and visible name identification . At the time of arrest , the Memorandum of arrest shall be attested by at least one witness , who is a member of the family or a respectable person of the locality.
The police officer making an arrest will have to inform the arrested person that he has a right to have a relative or a friend informed of his arrest.
The reasons for arrest should be sound and recorded in writing by the Arresting Officer.
It would be mandatory for the police to conduct examination of an arrested person by a medical practitioner for recording any pre existing injuries. In case a woman is arrested , the examination will be done by a woman doctor.
Rape victims would receive protection . Rape victims would be medically examined by a female medical practitioner and victim's statement would be recorded at her residence by a woman officer. The hearing of such cases would be, as far as possible, by women judges There is , also a provision for providing compensation to rape victims. The whole idea is to lessen the agony of the victims at all stages of investigation and Trial and involvement of only women officials.
Frequent adjournment of court cases has been made more difficult.

Property Dealer Cheats N.R.I. in Jalandhar
An unsuspecting N.R.I. has been defrauded by an unscrupulous property dealer regarding a high value deal of a house in the posh Urban Estate colony Jalandhar. The N.R.I. has lodged a complaint with Jalandhar N.R.I. Police station ( Incharge S.I. Karamvir Singh : A.S.I. Amarjit Singh ).
N.R.I.s are , also often , cheated by their relatives and friends , who back home sell their properties by misrepresenting both to buyers and Revenue authorities.
India's archaic Revenue and Land Registration laws ( some procedures date back to the times of Todar Mal - Akbar , and Registration Laws To British times ) need to be revamped .
At present , there is first Registration of Property with Sub Registrar and then Mutation either with Patwari or Municipal Committee . The sub Registrar is only concerned about proper stamp duty and has no means of ensuring the title details.
This procedure should be changed to :-
First Provisional Mutation ( valid for 15 days )
Next Registration
And , finally , Provisional Mutation upgraded to Permanent Mutation automatically with Registration
So, any defects in title would be exposed before and not after Registration .
Further ,NRIs should be allowed to put a FREEZE (like in Bank or Share Demat Accounts) with the concerned Patwari or Municipal Committee . This way no provisional mutation and unauthorised transaction could be made.

Fraudulent N.R.I. Marriage -- Dowry of First Used For Second Marriage
Police in Bathinda District have registered a case against a N.R.I. and his 3 relatives for committing a marriage fraud .
According to the charges ,the culprit first married in 2006 and took a dowry of a total of Rs. 30 Lakhs and promised to take his " bride" to Canada.
After much dilly dallying from this N.R.I. " groom " , the parents of the hapless Punjabi girl found out that their " son-in-law" has utilised part of the dowry for solemnising a second marriage.
Fraudulent N.R.I. marriages have become some sort of a social epidemic in Punjab . The role of voluntary organisaions abroad and Lok Bhalai Party in India under the dynamic and selfless Balwant Singh Ramoowalia ,in bringing to book such offenders , is greatly laudable.
Indian Missions abroad should attend to complaints ,free of cost, from cheated Indian brides living in foreign lands . Indian Embassies should take up their cases with local police and other law enforcement agencies .If unsrupulous husbands seize passports of their so called brides then the concerned Indian Embassy should immediately provide alternative papers.
The plight of many such cheated brides is so bad that they cannot even communicate in the language of their adoptive country . ( It has been found that many unsrupulous N.R.I.s delibrately pick up illiterate or non English speaking girls and seize their passports at the first available opportunity.)
There is a wide gap in girl - boy sex ratio in Punjab leading to a shortage of brides for resident Punjabis. N.R.I. marriages should be socially discouraged and if absolutely necessary then such marriages should be subjected to a compulsory process of N.R.I. verification and marriage registration both in india and with Indian Embassy abroad..

Indian Muslims
Indian Muslims are as nationalist and patriotic as any other .Their collective voice against terrorism would go a long way in helping counter so called religious terrorists who are no better than " thugs " and " pindaris " under the British rule. They were not labelled with any religion but simply "thugs "
In the aftermath of Pokhran II nuclear blasts when India faced foreign exchange crunch , it floated $ designated "India Resurgent Bonds" for subscription from N.R.I.s . It was , researched that bulk of the subscriptions came from Gulf N.R.I.s who are , mostly Indian Muslims . They had come to the rescue of their Motherland at its hour of need ( a la Bhama Shah and Maharana Partap ).
A very significant number of freedom fighters in the Revolt of 1857 and Netaji Subhash's Indian National Army ( I.N.A. ) were patriotic and nationalist Muslims .

British Chronicle of 1857 Revolt ( Mutiny ) and Jalandhar--The Beginning
When the Mutiny of 1857 occurred , Phillaur was occupied by some of the 3 rd Native Infantry . Part of the regiment was at Ludhiana . At Jullundur , the 6 th Light Cavalry , the 36 th and 61 st Native Infantry and some Native Artillery were stationed .The 8 th Foot and Horse with a troop of Artillery formed the European garrison . Brigadier Hartley was in command but was succeeded by Brigadier M.C. Johnstone before the actual outbreak occurred at Jullundur . The Civil Officers were Commissioner , Major Lake the Deputy Commissioner , Capt. Farrington ,the Assistant Commissioner , S.S, Hoggand the Extra Assistant Commissioner , G.Knox.
Jullundur District was of great importance , as one of the main lines of communication between Punjab and Delhi passed through it, and was commanded , where it crossed the Sutlej , by the Phillaur Fort .Jullundur being rich in agricultural resources was able to supply ample means of carriage and other necessaries of an army engaged in the battle field.
When news of the outbreak at Meerut arrived , on 12-05-1857 , Major Lake was not at Head -Quarters but Captain Farrington was present at a council held by Brigadier Hartley , at which it was decided to secure Phillaur and to establish telegraphic communication with it .Brown , the Superintendent of Telegraphs , had the telegraph at work by 10 o'clock the same evening and by 8 A.M. next morning the native troops had been replaced by 150 men of the 8 th Foot. Two guns were taken from Phillaur to Jullundur and with the two already there were placed under a guard of the same regiment. Two guns were equipped for service in any part of Jullundur District where required.
The Tehsil at Jullundur was strengthened to serve as a fort. The men of the Sher-Dil police battalion were called in from the district. The treasure was placed under an European guard and all European inhabitants were brought together. The Raja of Kapurthala ,Randhir Singh ,was asked for help; but there was no need to ask as , on first intimation of the outbreak at Meerut ,he proceeded to Jullundur with all the troops he could collect , at with his brother remained there the whole of hot weather. To his influence the peace of the Town and District was largely due.
The Civil Treasure , ordinarily kept under a sepoy guard at kutchery was transferred to the 8 th Regiment , but afterwards , by the orders of Brigadier Johnstone , placed in charge of the two Native Infntry Regiments in equal shares , while new remittances were forwarded to Phillaur . As the guard of the 36 th Native Infantry remained staunch to the last , only Rs.5000/- were lost when the storm broke. There was no lack of evidence to show that a mutinous spirit was in the native regiments .Constant fires had occurred in the Cantonments which are nearly 4 miles from the City and Civil Lines. Other signs of bad feeling had manifested . But the military authorities disregarded these warnings , placed confidence in their men , neglected an opportunity for disarming them ,and when the crisis came were found unprepared.
At 11 P.M. on 07-06-1857 , afire broke out in Cantonments.

Oppose Left Parties' Rallies
Dr. Man Mohan Singh , our beloved Prime Minister has staked his Post and his Govt. for the sake of the Nuclear Deal . He knows that India is facing an energy crisis and only atomic power can provide India with cheap and clean power .Dr. Man Mohan Singh is a true patriotic who has no desire for any post . His one and only concern is India .
Communists on the other hand are not bothered whether India remains deficient in power and thus trails behind China . Left's restrictive policies have shaved off many percentage points from India's G.D.P. growth ,besides causing the present day energy crisis and high oil prices .
High oil prices have led to the present double digit inflation . So Communists are directly responsible for the current inflation.
Left plans to hold farcical rallies against price rise . People should not be misled by Left's false propaganda. Communists duplicity should be exposed.
Nothing is above our India and our beloved Prime Minister has only India as his one point Agenda.

Municipal Corporation , Jalandhar 's Dog Catching Squad was active in New Rasilla Nagar , Basti Danishmandan. Extremely cruel methods were used to catch hapless dogs who were giving out heart rending yelps . No mercy was shown towards these dogs .
Tongs were used mercilessly and carelessly . Use of tongs is specifically banned .It causes very damaing injuries.
We request animal lovers to come forward and oppose such cruelty.A proper policy shold be formulated towards stray dogs . Animal lovers should be associated and consulted.

Save Siachin
There is global warming and climate change . For the first time in history , North Pole would not have any ice during this summer.
It is heartening to know hat Pakistan and India are close to agreement on Sir Creek and Siachin .The move could not have been more timely . It is neither India nor Pakistan which is threatened . It is the Siachin glacier it self . Soon there may be no glacier left to defend. Both India and Pakistan should convert some of their military positions in to observatories to study global warming and to devise ways to save glaciers.

Can Karat answer this question regarding Nuclear Deal ?
India's adversaries including China are lobbying hard to scuttle the Indo American Nuclear Deal of President Bush. Communists resident in India are also opposing it . Why is there a convergence of interests of India's opponents and Communists ?
We dare the Communists to answer this .
India did not win its freedom from the British so that certain elements could again mortgage India .
Jago India Jago
India is facing an energy crisis . Indo American Nuclear Deal could have paved the way for atomic power generation and checked long term speculation in oil markets . India lacks fossil fuels like oil and coal. Even former President A.P.J. Abdul Kalam has endorsed the nuclear deal as it would ensure supply of enriched uranium .
There is a saying in the World Bullion Markets --As long as there are monsoons and marriages in India ,the price of gold can not fall
Now, it is being said -- As long as there are Communists in power in India the price of crude oil can not fall .

Share Market Crash Leaves Investors Depressed
There was a consistent bull run till Mid January . It kept the investors happy and carefree . After the Reliance Power listing , share markets have been sliding . Nearly 1/3 rd of the Record Highs have vanished .
This crash may have surprised many , mostly newcomers . But this is part of the cyclical phases of the share market . Only the reasons are different each time .This time the fall is severe because of the extra ordinary rise preceding it .
Play the game long term . Start picking up intrinsically strong shares . Take the crash as an opportunity to buy . Do not look for rates every day . Shares you buy to-day may fall 5% the next day . But one day they would start rising . When? We do not know . But rise they surely will .

Cheated NRI Bride Shows How To get Justice.
In an exemplary act of bravery and perseverence ,Dalbir Kaur of Mohali has shown the way to get justice against and punish fraudster NRI husbands who have no qualms about ruining the lives and dreams of young Punjabi brides.
Dalbir was married in 1993 to a California based NRI who used to periodically visit her in India and maintain a semblance of marital relations . But in 2000 ,unilaterally , the husband ,through his legal counsel, in Mohali , presented a hapless Dalbir Kaur with a Notice that she has been duly divorced in California.
But Dalbir Kaur , like a true daughter of Punjab , refused to take things lying down . Unimaginable to her truant " husband " she went to California for the first time and was able to prove that her husband had taken a divorce by misleading the courts by impersonation . The husband has been duly booked .
Dalbir Kaur has received A Green card . Her " EX-Husband " is pleading to her for compromise . Dalbir triumphantly declares that she would neither give divorce nor would she live with her " husband "
Here is a lesson for all those who treat Indian girls like dirt.
We salute this Punjab Di Sherni .

Obscene Video Clips of Young Girls-To Trap Brides
With gender ratio having gone askew , Punjabi grooms and their families are having very tough times in getting pretty brides. There are very few girls .
One blackmailing tactic which is incresingly being used to force parents to agree to marriage of their daughters is to take obscene video clips of the unsuspecting girl , mainly on mobile phone and then threaten to expose it to others , especially to family of rival grooms .This trend is more observed among lower middle classes of Punjab .
But victims should not be scared or blackmailed . With the sotware for superimposing different faces on different bodies it can easily be said that the pictures are not authentic.
( In a true incident , the relatives of a victim created a computerised photo of the blackmailer with an embarrasing posture with a very delicate relation . The potential blackmailer wasd forced to rub his nose on the ground seeking forgiveness )

In Monsoons Dilapidated Buildings Collapse-Amend Rent Laws Immediately
After heavy rains a house in Basti Guazan collapsed in Mid night , killing two occupants .
There are many such dipapdated buildings in Jalandhar both residential and commercial which pose a grave threat to not only their occupants but nearby persons also
One major cause for such dilapidated buildings existing is the archaic rent laws which are totally in favour of the tenants . These laws were formulated during World War Two and they have no relevance in to-day's times. Landlords can not increase rents nor evict tenants . So the landlord has no means to repair the building . Rent Laws should be amended at the earliest .
Then there are properties tied up in litigation which continues for years and , some times , for generations .If a property is dilapidated and under litigation , its hearing should be referred to a Fast Track Court and decided on an emergency basis.

Enraged Bull Dies After Creating Havoc for Six Hours
The incident , near Domoria Pul , of a stray bull in rage which wounded dozens of passers by and damaged numerous vehicles particulary rickshaws and two wheelers was most unfortunate both for citizens of Jalandhar as well as the animal .
Since Green Revolution in Punjab which saw the mechanisation of farms and rural transport , male cattle have been rendered useless . Newly born calves are simply abandoned . They are left to fend for themselves and , ultimately , die a cruel death . Many cattle both male and female ( after they stop giving milk ) are driven out on to the streets . This results in sad incidents like mentioned above .
A concerted effort should be made to formulate a responsible policy towards stray cattle which should also avoid any cruelty towrds the animals .

Storm Drains Absent in Jalandhar
Monsoon has set in 15 days early. While bountiful rains facilitate paddy planting in rural areas but for urban Jalandhar it means a nightmare .
It is the same story every year . With the arrival of the Monsoon , large parts of Jalandhar get waterlogged creating immense problems for both pedestrians and motorists. This is primarily because there are not any proper storm drains for the rain water to flow out . Poor material is used for road construction . Instead of bitumen , city roads should be built with cement which further strengthens when it comes in to contact with water.
The problem is particularly acute in localities of Bus stand , District Administrative Complex , Police Lines , Niku Park , Ranjit Nagar ,Rama Mandi , Basti Gujan, Nakodar Road , Kapurthala Road , Ladowali Road ,and Domoria Pull.

U.P. Tax Exemptions Threaten Jalandhar Leather Industry
U.P. Govt has granted VAT exemption in its state on Leather Goods . This would render Jalandhar's large Leather Goods industry uncompetitive . Jalandhar leather factories would be forced to close down or migrate to U.P. This is already happening in case of Jalandhar's traditional Sports Goods industry .
In order to protect Jalandhar factories , Punjab Govt . should grant similar concessions to Jalndhar units with immediate effect .

Punjab - No Forests Left--Environmental Emergency
Punjab is India's most progressive state . But it is now paying a heavy cost for its progress .
From " Punjab ", ( land of 5 rivers ) it seems to becoming " Be -Aab "( Without Water ) . Many small but perennial rivers have dried up . Just drive along Punjab's roads . You would notice so many long bridges but absolutely no trace of any water flowing underneath . Punjab's water table is , also , falling alarmingly .
Now, comes another alarming news . Punjab , now , has India's lowest forest cover-a mere 3.14% of its total area .The magnificient forests of Nabha Bir , Bhadson forest , Jungles in the foothills of Shivaliks in Hoshiarpur and Ropar districts have all vanished . One has only to look at the engravings on Nurmahal ( Jalandhar ) Serai's walls to realise that not long ago there were Rhinos in then jungles of Nurmahal . The Great Tenth Guru hunted in jungles of Anandpur Sahib . He rested in forests of Machhiwara ( where he penned the immortal " Mitter Piyare Nu "). All jungles have vanished ." Mata Shera Wali " no longer has big cats around her Durbars .
Clearly the Forest Department exists only in name . It has failed utterly .
An environmental emergency should be declared in Punjab. The working of the Forest Deptt. should be overhauled and de -bureaucratised . N.G.O.s and voluntary environmentalists should be given the task of reviving Punjab's forest cover .

Jalandhar To Be Made Pollution Free and Green
Jalandhar is very fortunate that it has been among the 9 cities selected in whole of India for a trial project to make Indian cities Green and Pollution Free. A sum of Rs. 36 crores would be disbursed by the Urban Deveolpment Ministry of Central Govt. for this purpose .
Mayor Rakesh Rathore has announced Local Bus Service and planting of more than 10,000 saplings as some of the measures to make Jalandhar Green and Pollution Free .
We request the Mayor to , also , consider the following measures of Local ( Sub-Urban ) Train Service and protection of Green pocket of trees at the , now , decommissioned Sewerage Disposal Site at Urban ERaste , Phase 2 ( Garha Disposal Centre ) :-
LOCAL TRAIN SERVICE--WITH VERY LITTLE INVESTMENT -IMMEDIATELY POSSIBLE
All big cities require an efficient public transport system , be it local trains , local buses or Metro . Jalandhar lacks a local bus network . There is some talk of a Metro system which would take a lot of money and time to complete . However , Jalandhar is singularly blessed with an existing web of railway lines , which can be , with a little innovation and political will , developed into a convenient and workable local train network.
Six railway lines namely , Amritsar , Ludhiana , Jammu , Hoshiarpur , Ferozepur and Nakodar , pass through Jalandhar. These railway lines cover important parts of Jalandhar. With the advent of DEMU and EMU trains , Suburban Halts ( like in Mumbai ) can be set up at convenient places to help commuters of Jalandhar .
Local trains can start from Kartarpur ( Amritsar Line ) , Suchi Pind ( Pathankot Line ) , Phagwara ( Ludhiana Line ), Bolina ( Hoshiarpur Line ) Urban Estate/ Garha (Nakodar Line ) and Kapurthala ( Ferozepur Line ) . They would all converge at Jalandhar City Railway Station , at local train dedicated platforms . From Jalanhar City Main Railway Station these trains can return to to their originating station ( like a shuttle service ) .
From Jalandhar City Railway Station , a commuter can switch local trains to complete his journey. Example , a student living in Urban Estate and studying in Lovely Technical University , Chehru , can first take the Nakodar line train to Jalandhar Station . From there he can change to the returning Phagwara Local train .
No substantial capital investment is required and the Jalandhar Local Train network can start operations with in months of approval .
To begin with ,on the Nakodar line ,trains should HALT at Urban Estate(Garha.) .The now, decommissioned Garha Sewerage Disposal Site can be developed as an excellent local railway station.
TREES AND EXISTING BIRD SANCTUARY AT URBAN ESTATE PHASE- 2
Sewerage Disposal Pumping Station at Urban Eastate , Phase- 2 ( Garha Disposal Station ) has been decommissioned . On its site is a heavenly pocket of very tall rees . These trees are virtual lungs of both phases of Urban Estate . Further , they are a unique roosting home to thousands of birds . These birds provide a magnificient sight in the evening, as is depicted in the photos given below .
We request the authorities not to allow the cutting of these magnificient cluster of trees .

As Long As There Are Left Parties in Power in India Prices of Crude Oil Can Never Fall
Left parties ( Communists ) are busy organising protests / Bandhs against the recent hike in Petrol/diesal prices . Nothing could be more farcical and ironical . After ,merrily , creating circumstances which have led to a world wide energy crisis Left is , now , trying to make political capital out of it . They want to eat their cake and have it too.
India is a fast growing economy . India does not have adequate fossil fuels ( Crude oil , Coal etc. )
To power India's growth engine the Nuclear Deal of President Bush was most timely so that India did not become over dependent on crude oil imports . But Left parties sabotaged the Nuclear Deal . By , now , many Atomic Power stations have been in advanced stage of completion . This would have , surely , checked speculative activity in crude oil in which high prices are primarily based on anticipated demand from growing economies like India . Left is part of the present Govt. but it never loses an oppotunity to criticise it .
There is a saying in the World Bullion Markets that as long as there are monsoons and marriages in India, the price of gold can never fall .
We can , now , also say that as long as there are Left parties in power in ndia , prices of crude oil will never fall .

Ipl 20T Matches--India clear winner
Although Rajasthan Royals may have clinched the Winner's Trophy in a nail biting finish , it is India which has emerged as a leader in the world of Cricket . IPL matches showcased to the world that India has come of age with its awesome clout . This is not the India of 20 years ago when it was in the world news more as a basket case asking for aid. IPL has done our nation proud.
India's monetary clout was self evident . Top cricketers of the world were here . Crores of Rupees were around for all to share . In the finals , a ten second commercial was priced at Rs.10Lakh .
It was a dream come true to see players from Pakistan playing with Indian players . We pray to God that this be the beginning of joint teams in many more sporting events and beyond sports . Cricket has paved the way these two great neighbours to show case their collective might . When Pakistan and India work to-gether the world would watch in awe .
